Seeking clarification on relief valve

1. Under 3500 RPM the relief valve is "activated", meaning no air is coming out of the relief valve "outlet"

2. When the relief valve is under vacuum it is "activated" and therefore no air is coming out of the relief valve "outlet", the air instead goes further into the ACV

3. A simple test of the relief valve is to connect it directly to manifold vacuum. The valve should "activate" and no air should come out of the "outlet"

I tried test number 3, and connected it directly to manifold vacuum. The relief valve "outlet" still flows air out of it.
This leads me to believe that the relief valve is not "activating"

Are these assumptions correct?

i just played with this on an S4 NA, i even built an LED thing so i can drive and watch what its doing.

so the ACV takes the air pump air, and then the RELIEF portion decides weather to RELIEVE the air pump air to atmosphere, or to send it to the SWITCHING valve. the SWITCHING valve then decides between PORT air or SPLIT air

1. when the relief solenoid is ON then vacuum is applied to the RELIEF valve, and closes, and sends the air to the switching portion, which is mostly going to be @PORT air

2. yes, when the relief is ON, there should be no air coming out of the relief hose, which ends up by the front bumper.

3. yes again.

the ACV is actually fairly simple, i'd suggest pulling it apart and seeing if you find anything wrong in there.
