S4 TII- Cranks, but doesn't start, fuel pump not getting power?

Ok, quick rundown:

-S4 TII
-Rebuilt motor-- last owner got it rebuilt at a shop, got it running, drove it down the street, and the car shut off. This was 8 months ago.
-Changed/Removed- No emissions, new fuel lines, fuel filter changed, spark plugs, plug wires, oil, filter, fresh gas.

I change everything, then I go to crank it, and I hear what seems to be the relay for the fuel pump click (the one behind the passenger side headlight cover), and it just cranks and cranks.

So I pop off the fuel pump, take it out, put 12v directly from the battery on it and the fuel pump turns on. Then I put it back on it's assembly and test it off the connector that attaches to the body, it too turns the pump on, so nothing bad there.

I then left the pump outside of the car, connect it to it's connection, and switch to 12v on, and nothing. I put the dmm to it, and it just surges, like- .94, 1.38, 3.82, .28, 3.19, etc. I also tried feeling for pressure in the fuel lines, and I could not feel it flowing through after I connected everything. I also checked the 15A fuse in the drivers side fuse panel, 3rd row down, 2nd from the left, and it was fine.

Any ideas?

mine did this recentlyi had to replace the resitor pack by the passenger headlight cover and also the one that sits next to the clutch fluid resivoir and the trailing coils. also check to see if the fuel pump is rusted out??? when i first got mine that was the problem. so try those things out. hope it helps.

Check the main EGI fuse in the engine bay. Check the FSM for location in your ride.

Checked it.

I ran a straight wire from the fuel pump connector directly to the battery and it began to let the fuel flow, and the car actually fired up for about a second. Hopefully I can figure it out tommorow :)
