Whenever my antenna goes down, it gets stuck 1/4 of the way up. Is there any way to fix this?

try wd40... maybe the joints are stuck

the cord that runs down the center of the antenna mast is most likely broken inside the motor. wd40 wont help, it will only mess up the nylon parts and gunk up the insides. time to get a new antenna mast.

NO NO NO< Never use WD-40 on anything that has teflon parts. the WD-40 will disolve and distroy the parts.
I don't know how many antennas that I have seen that have had the motors and gears just wasted because the owner or someone used WD-40 on them.
A silicon spray lube is what should be used on antennas or a tuner cleaner, but never use WD-40 on anything that has telfon in it (like the antenna motor or even antenna mast).
WD-40 has solvents in the mixture that suspends Teflon so that it stays slippery. Well if WD-40 is sprayed on Teflon those same solvents start eating the surface trying to suspend the minute particles.
