Quick q. gold thing on turbo.

Hey, i got a turbo from i guess a TII or sumthing, im going to be putting it onb my FB and i was wondering what the gold "bell" looking thing on the turbo. I dont know much about the FC so bear with me.

Thanks, wuts it do also, and does the fc have a stock BOV or do i need one or do i have to buy 1?
