Help with electrical problem

Hey guys, normally I would be spending hours searching but this car is being sold today. And I need help...

Car is a 88 GXL stock everything

I had my car completely stripped and put everything back in for this sale. except for one problem.
When I turn the car off the headlights come on and the relay shown in the picture will not stop buzzing.

When I turn the car on, the headlights turn off, instrument cluster does not work. The defrost button, headlight retract switch, hazard lights, front/rear windshield switches do work.

What could possibly be doing this? I only have a few hours left, any help would be appreciated!
Thanks
Scott

You're missing one of the necessary relays such as the dimmer relay. The relay you have circled,.does it have two Red wires, a Red/Green wire and a White/Blue wire? If so then that is the headlight relay and you are indeed missing the dimmer relay. If the relay shown does not have the wires listed above then you are missing the headlight relay.

Alright so I checked the relays mentioned above, the other one was infact there, just fell off the bracket and was dangling.

I was able to get the interior lights, instrument cluster all working.
However the lights won't turn off when the car is off and it is still making buzzing noises...

When you turn the car off are the headlights in the down position but the lights are lit up? Take a jumper wire and stab it into the back of the headlight relay plug where the White/Blue wire resides and place the other end of the jumper wire on the positive battery terminal and see if the lights then turn off. This W/L wire is supposed to supply a ground signal to the relay to get the lights to turn on. When this W/L wire has voltage on it the lights should be off.
