Just turning the key to the 'on' position will not turn on the fuel pump-- the AFM has to be seeing air flowing through it for the fuel pump to come on. There should be a plug (I think its yellow) near the airbox that isnt plugged into anything. If you jumper that, it will force the fuel pump on when the key is switched to the on position. Alternatively if you have trouble finding the plug, you can kinda prop the door on the AFM open a little bit and it should also turn on the fuel pump (this way you trick the ECU into thinking air is going to the engine).
