I recommend quirting no less than three squirts (using a transmission oil filling pump) of automatic transmission fluid in each top spark plug hole after blowing out all the old air / fuel, reinstall the plugs, egi fuse, and wires, and crank it while holding the gas pedal down 1/4 of the way.
When I rebuilt my engine, I had a heck of a time getting it going at first. I unflooded the sh!t out of it over and over again, and tried a little auto trans. fluid but it wouldn't kick until I used _at least_ three ounces of fluid per chamber and wasn't afraid to hold in some gas pedal while cranking.
