electrical problems...again!

my 91' has reverse lights,hazards. but it doesnt have headlights or turning signals. now me and my friends checked the light switch and the relays. what else can i check?

did you change the dash surround or turn signal switch or light switch harness???

I changed the light switches and i tryed two relays and still no good.
