ahhh I got this same problem. i never noticed it until I unflooded my engine. I hate it,, my car runs fine but that damn ticking nois on the ON position right??? The ticking is from the red fuse looking think on the right oof the oil filling tube on my 89 TII i can feel it virbating... If u find out what is wrong let me know. Vice, versa.

it is normal. Has to do with fuel flowing through the rail, but it is a normal thing, dont worry about it.

is the fuel rail just primeing?

Actually, that should be a solenoid cycling. In the above-mentioned "red thing next to fuel rail" that's the boost control solenoid which is probably getting a duty cycle from the ECU and cycling.
