First things first. You should not install a fuse with a higher amp rating ever. Now on to business which you are just going to love. The Meter fuse which keeps blowing upon turning the key to on is doing so because you have a short to ground in at least one of the items that it powers. The fuse powers the alternator warning light relay that is found in the CPU, the cooling fan control unit found on turbos and autos only, gauges and warning system, the back up light switch, blower motor for a/c and heater, clock and warning lights (idiot lights in dash), light warning unit in cluster, auto adjust suspension, cruise control, and the factory alarm system. So to figure out which item is causing the trouble you need to disconnect one of these items and place a new 7.5 amp fuse back into the fuse box and turn the key to on and see if if it blows or not. If the fuse does not blow then you have found your culprit. If it does blow then you need to move on down the list of the items mentioned and do the same thing until you found the problemed item. This will likely take a number of fuses but the only alternative is to remove all the items but one and see if the fuse blows or not and if not then reconnect the second item and repeat.
