go around and get everything on the car working properly.
make sure your secondary throttle plates open correctly. do a boost leak test.
what engine management do you have?
what size injectors?
porting job?
if all that is fine I would get a new tuner because he must suck *****
I made 361whp with a hybrid turbo, stock ports, 2.5" dp, tuning with a AFC neo .....220whp is pretty weak for that set up
with a med streetport 3" dp and megasquirt I ran 11.42@122 with bald drag radials

You're running out of injector for that turbo, but it still should've been able to do better than 220. This calculator will help you size them. http://rx7.com/cgi-local/2ndgencalc.cgi After that, it's all in the tune.
I'm no expert, but if you ran a bnr stage 3 at 12psi with those injectors, I'd think you would be looking for an engine builder right about now.
