Can stuck secondaries cause low compression?
 
I bought my car and had it compression tested at a shop and was given a low compression number for the rear rotor (5.2) and an ok number for the front (6.2) closely consistent on all faces. I found out after the compression test that i had no secondary actuators and my rear rotor does not even have the knob to open and close the ports, nor do i have an air pump.

If my secondaries are stuck open and they did a compression test, could that cause low compression in any way?

No. It should not affect the compression. The secondaries won't be open at cranking speed anyway.

my secondaries dont close or open, there is no knob and no actuator, they sit in the same position all the time

I understand. It will not affect your compression results.

if anything you may have slightly higher compression on the rear rotor if they did the test with the throttle closed because more air is entering the rear rotor without the sleeve in place. so no that isn't your issue.

sounds like some goofy "mechanic" was trying to even out the power trim on each rotor by allowing more into the rear rotor to compensate for its weak compression.
