Buddies car won't start unless jumped

Ok we put all new wires and sparks and battery into his fc
But it still won't start until it's warm ????
Why... And wat is busted we are tired of having to jump it wen it's cold

starter possibly? it wont spin fast enough if its wore out. pull it off and take it to the parts store to get tested.
