My question is : Is it possible that different turbo setups put out different horspower gains at same amount of psi. Lets say engine getting 10 psi with 60-1 setup would have same power as engine with stock turob at 10 psi. Cause if all I intend to boost on stock port engine is between 9-11 psi (stock intercooler limit) then is it worth it to upgrade my turbo or even buy a bigger setup?

As far as I know, you will get at least some performance gain from going to a better turbo. I think 9-11 is starting to get out of the efficiency range of the stock turbo, so you start losing power to heat, etc. I'm not expert on this, but thats my understanding.

If boost was boost no matter what, why are we bothering changing turbos in the first place?

If you're looking to upgrade turbo, there's a lot of OTHER things you need to worry about.
If you don't have the money, don't even bothering thinking about it.
