Bad ignition switch?

So I;m installing my boost controller and while using a voltmeter to look for switched/constant 12v wires to hook into,
I've found that I have too many constant wires. The blue/red always has 12.5v and the blue w/white has 10.5 - 11v even with the ignition off, could this be caused by a bad ignition switch never fully turning off, anyone else have any ideas?

I think my switch does about the same, I recently checked it to see if I got anything bizarre because I've been having intermittent starting issues and narrowed it down to a bad solenoid (which is new) or my ignition switch. I'm still not sure yet, but it hasn't acted up for about a week...

I'd say check the FSM, there might be a procedure outlined to check the ignition switch.
