Boost Controller help

Hey Guys,
Friend of mine helped me make a manual boost controller today, I've been running wastegate pressure since i did the turbo and engine rebuild. However ive hooked it into the car and the adjustment is making no difference to boost pressure. Still seeing 5 tapering down to 3 at redline. I'm assuming i have it plumbed in incorrectly. Car is an 87 T2 with the s5 turbo and manifold on it and it came with an emmisons delete. Ive attached 2 pictures, one is the compressor cover where the WG supply line is hooked to, the second picture is the front of the upper intake where im pulling the vacuum supply from (im assuming its vacuum) The top line goes to the controller, the bottom to the BOV. Never mind im an idiot, wastegate was still connected to the compressor cover lol. However anyone know what might cause boost to taper from 8 to 3psi at red line?
