What have you done so far that leads you think it's oil control rings?
Has the car been sitting or getting driven regularly?
Do the smoking change when the car is fully warmed up and what oil are you running?

Car has been sitting since 08 but smoked before it was parked, I don't know what oil was being run in it before but I put castrol gtx 20w50 in it and a new filter also some Lucas oil stabilizer after it was still smoking since I put the catrol in it. Sometimes it will stop smoking when I let it warm up but it will start again if I give it gas and sometimes it won't smoke at all when i start it cold. And lately it won't rev past 4 grand either

Take out the leading spark plugs and check for an oily deposit. If it is caked on, into the grooves, then the car has been smoking for a long time.

It generally is oil rings if it tends to smoke cold, then stop a bit when warm, but smoke at higher RPM or on decel.

You can try removing the oil cap to see if it helps a bit as a test.

Replacing the oil rings means disassembling the engine.

Ya the sparkplugs were pretty bad the car would barley start until I took a flathead and a wirebrush to the plugs. What would be the minimum I would have to replace to get the oil seals done?

You'll never know until you open it and measure everything, could be $500-$3000 or more or less

It's most likely at the low end if at hasn't chucked an apex seal. Used parts can be found on this forum at reasonable rates.
