As far as the oil change that would be a good step to take, it’s probably contaminated and you don’t need that getting into the housing. Full oil change with conventional oil and a new filter is in order.
mad far as lubricating the housing prior to first start this is probably a good idea. I would recommend a few squirts of ATF in the plug holes and turning the motor over by hand a few rotations. It’s possible with sitting this long you might have some sticking side seals, corner seals or apex seals. Sometimes running the motor will clear this up sometimes not...
With the spark plugs out inspect them, if there is any doubt to there quality replace them. If money is not a concern just replace them anyway.
Confirm if the oil metering pump is intact and hooked up. I would probably recommend prefixing the fuel for the first tank or two either way to ensure good lubrication.
Confirm coolant level and quality. It’s probably best practice to replace the coolant right away or shortly there after. The cooling system in these cars is absolutely critical. On first start up get the car fully warm up while keeping a close eye on coolant temperature, check for leaks, and unusual tail pipe emissions. Some blue smoke will be expected if you added lube to the housings but large clouds of white smoke will indicate a coolant seal failure or other cooling system issues.
Lastly being it’s a T2 it would be best to ensure the turbo has oil pressure and lubrications prior to starting and running. I recommend pulling the Ignition fuse and turning the car over for a few seconds to build oil pressure on the bearings prior
to running the car.

Recommend cranking it by hand first after adding some oil/atf/marvel mystery oil into the spark plug holes. Then leaving it for a while and continuing to crank by hand to allow all faces to sit in the solution.
I have just gotten a s5 t2 running after sitting for 13 years but the oil control rings were dry rotted so I have to tear it open. Note this car had a fresh rebuild with 5k on it before sitting.
