they are relatively cheap, but you have to remember that compared to other 87-91 model cars, these are much more expensive. Take a 89 240sx, or a 90 mr2.
Another factor that makes our cars appear 'cheap' is that there are many more NAs running around diluting the market. The T2 market remains stronger, and much like that data shows, they are gaining value. I am a little surprised to see that NA FCs are gaining value, but you might consider me anti-NA. :X
KBB for a S4 FC TII is 5500 in good shape. Back in 99, KBB was 2500.

Convertibles are always quoted as the same price as TIIs (of the same condition) on KBB too. It's the NA coupes that aren't worth as much, but that's to be expected. And half of the cars on ebay are trashed, so you can't expect them to sell for much at all.

I don't know how you came to that conlusion. I've seen far more cheap NA coupes than convertibles. There are numerous verts (many are red '88s) that are bought up by used car dealers, and then turned around for a profit. I don't think I've ever seen a NA coupe for sale (on ebay at least) by a dealer. That gives you an idea of which one holds its value better & is easier to sell.
