S5 Turbo II ECU Wiring Issues

Ive got a few threads going now but the long story short is I have an s4 turbo engine going into a turbo s5 chassis and everything is s5 except for the engine, uim, lim, and throttle body. All harnesses/wiring is s5 turbo II. The ECU will not power up properly. It has 12v to 1A/1B but when the key is turned to accessory/on the ECU just starts outputting voltage on every pin, inputs, outputs, grounds, doesnt matter every single pin is getting anywhere from 9v to 11.7v to battery voltage. There is no engine in the car right now and I unplugged the battery and tested with a multimeter the continuity to ground on each of the pins on the ECU on the farthest right connecter (pins 1A-1V) and found that pins 1A, C, E, G, J, L, S, are connected to ground and I am pretty sure they shouldnt be connected to the ground, and that is causing my ECU to act up and cause no spark. To save everyone some time I'll put down what each of those pins are
1A - Battery
1C - Ignition switch
1E - Malfunction indicator lamp
1G - Ignition coil (Trailing) *ignition timing signal*
1J - Ignition coil (Trailing) *select signal*
1L - A/C relay
1S - Fog light Switch

Should I just start pulling the dash out to get back to the harness and inspect it to see where its messed up?
