I think it's siezed
 

So I go into quick trip out in balwin missouri and get in the car to start, but I wasn't ready and out of habit being a porter for a dealership I just turned the key( ie hopping in with one foot on brake while being halfway out the car) So I let go immediately and get ready to actually start it and the starter clicks once and the battery voltage drops. Tried turning by hand and the motor won't turn at all, even when pushing in gear the car won't move. bench tested, results are good and it's my daily so I'm s.o.l. any help would be greatly appreciated as far as what it could be. If rebuild is only option then does anybody know anyone with a cheap Civic I could buy

So you're saying you turned the key without the clutch being in? Nothing happens when you do that no way it could've seized. Did you try jumping it? Was it in neutral when you turned it by hand? You don't want to be pushing it while it's in gear either.

My foot was on the clutch instead of brake and I in a sense bumped the start position, it won't turn by hand, I've taken out the spark plugs and still siezed. Nothing came out. So flat towed it and tried to pop start it at a low speed nothing. So if it is carbon locked .I'll just rebuild

That's one crazy description in your original post. How are you trying to move the engine by hand? are you using a long drive ratchet or physically using your hands on the eccentric pulley? if the engine were seized and you flat towed the car and popped the clutch, then there is a chance that you are doing more damage than helping. Have you tried a long ratchet and socket and attempted spinning the engine backwards. There is a chance that an apex seal dislodged and is wedged between the rotor and the housing. The engine won't carbon lock if the car is driven often.

Turning by hand does not move. If its an Apex seal the motor has 225750 miles so no surprise, I traded a 91 b2200 and $300for it so not bad if it's a seal. I'll try the ratchet and going backwards.

That's actually false. The engine won't carbon lock if it's driven often and sees high rpm's occasionally. This is if there isn't already carbon buildup from the previous owner. Case in point my first engine carbon locked after being driven everyday for two years. P.O. must've lugged the car around and never got on it, I on the other hand did not. Eventually a piece broke off and seized the motor( my theory anyway since when it did break free and start it broke all the apex seals on the rear rotor). When I tore the engine down it had very bad carbon build up in it.

If that's 225,750 on the original motor it may just be an apex seal has wore so out of spec that the top part of the 3pc. seal tried to roll out of the rotor and locked it up.
