What's this foamy crap forming in the to of my oil fill tube?

The guy i just bought the car from said he used somethin called sea foam in the car could that be what this is from? is this a bad thing?

Your crankcase vent system is not working. Judging from the pictures, most of it is probably missing.

Either that, or your car has a serious yeast infection...
