VAC problem on gslse

On the green VAC connector thing there are 2 wires coming out that are connected to a switch that apparently connects them when it forward and disconnects them when it back. Anyway, when its back (off, no connection) the car will not start. However, when its forward (on, connected) the car starts right up, revs up to 3, then comes back down to like 300rpm and struggles to stay alive and when the engine is revved, it wont rev past 4000 rpm. Whn the switch is back or off, the engine will idle just fine (from 800-1000 rpm) and doesnt miss a beat, but WITH ELECTRIC STUFF ON (LIghts, heater, brakes) the engine will die, unless i can save it by adding more throtle, but it is rich and boggs, or quickly flipping the switch forward.

Any way I think that it is a malfunction in the contorling of the BAC valve. Can some one who knows alot about the gslse fuel systems explain this to me.

Thanks any help is greatly appreciated.

Does the movment piece that is inside of the BAC move to make a good contact in either direction? And is your availble voltage within spec?
