Static timing issues. Engine won't fire.

First off how's it going everyone. I've been lurking here but this is my first post. I just rebuilt a 12a engine and I'm having issues getting the distributer in right? I tried the borescope method and made timing marks, lined up the distributer raised line to the dimple, dropped it in and the rotor was pointing towards the oil fill tube. And it doesn't even act like it's firing at all. It's getting gas/spark and compression but nothing. I don't have a compression tester for rotary's but when I crank it with no plugs, it definitely sounds like it has decent compression for a fresh rebuild. Then I tried the relief in the flywheel method to find TDC and dropped the (dizzy) in and it does little hiccups and I smell exhaust but won't start. I'm sure I'm not doing something right but noticed the flywheel relief method buts the timing marks on the pulley from the borescope method no where near each other. I did have it fired up once last year but haven't had any luck since. I know about the pull/push start method but was trying to avoid this if possible. I will do it if I have to but I'd like to get the timing close first. I'm desperate for any help! This is driving me crazy. TIA for any help.
