Swap in one from another cluster or for $$$ send it off to a speedo shop that can fix it. Finding
a used cluster is easy and lot cheaper.

You can try pulling the speedo out and using canned air to clean the speedo mechanism. Its pretty
delicate and works by a spinning magnet inside a bell with the pointer attached to the back of
the bell.

Theres a thread on here that has a lot of good stuff on the 1st gen speedos. Search and you
shall find.

Check the cable for excessive grease where it plugs into the back of the gauge.

I had a similar problem and it turned out to be a bad speedo cable, that would be my bet
