Shutter Valve Issues

Hello everyone. I have an 1985 RX7 GS. I've recently have had some bad luck with the CA emissions test (yay!). So I've not been able to pass and now I'm coming around full circle for a whole year of testing. I've had my carb rebuilt, car tuned up, and valves, solenoids and lines checked. Bought a new shutter valve , that seemed to be the problem. I've searched the interwebs for answers and I've searched this forum for shutter valve issues/emissions tests. Here's the issue I'm having:

When I have my shutter valve connected to the power, the valve stays open. When unplugged it's closed. Car sounds normal unplugged but it's burning richer than Bill Gates (4.5).

I know most of you will suggest to "rip it out and plug the holes", unfortunately this is not a possibility for me as I'll have to continue to test here where I live. I also really just want to get it fixed.

I'm really in need of anyone who might help me figure out what else I can do to get this fixed. My mechanic and I are at a stand still with this job and I don't want to give up on this car that really matters to me and my father. Please help anyone.

is the air control valve working?

Yeah the shutter valve's brand new and my mechanic tested it and it works fine.

I was thinking the ECU might be malfunctioning, sending the wrong information to the shutter valve. Could this be a factor?

the air control valve and the shutter valve are two different things.

Sorry I misread. Yes we checked the air control valve and the diaphragm and it was in good working order.

the throttle position sensor controls the shutter valve, its basically only "shuttering" at zero throttle above idle, or decel

Right. So whatever it's doing, it's just not doing it right. My mechanic is a trusted friend I've been going to this guy for ten years and this is the first time he's had this much trouble with my car. It's already been a year since I've tried passing my smog check to no avail.

Just wanted to update this thread. I have officially solved the problem through prayer and trial and error. After checking all the possibilities of causes, replacing the ECU was the key to solving the issue I was having with my shutter valve. Thanks for the help and I hope if anyone has this same issue with their baby, they find this thread.
Bought all replacement parts at the following websites:
Mazdatrix.com
Rx7hut.com
Rotaryresponse.com
Arkinsrotary.com
eBay.com

Ecu's do go bad? Was your ecu all rusty inside and out?

If your O2 reading is less than .5% and HC and/or CO is high, it's most likely the Air Control Valve

What can be done about the air control valve? I have a 82 gs that reeks of fuel and gets about 10 miles a gallon. I found vacuum leaks at my choke opener diaphragm and shutter valve, plugged those and it ran better but still getting about 80 miles to eight gallons.

You can take them apart and rebuild them. Easier to just find a used one. I found someone on the forum that sold me one for a reasonable price.
