pressure in the oil pan?but not in the engine?

After various tests preformed by my self and helpful leads from you the forum members I realized that tne oil pressure that was supposed to be going to the engine is getting bypassed to the pan. after a quick search hear and a read through of my mitchels on demand I belive my problem is related to the opcvs (oil pressure control valve spring), whats happening is when I crank the engine without ignition, pressure builds to about 1.5/2 psi, at first with a larger guage I could not realize this minor fluctuation I assumed that it was just low pressure as there was a slight reading , on a 10 psi guage it became rather evident that there was a complete pressure drop at about 2 psi after a few tries I noticed a slight hiss/pop as the pressure dropped, So I got my brother to give it a good cranking over while I inspected the engine area to see if I could determine the location of the noise, I held my finger over the vent on the oil filler tube as he cranked the engine over, pressure built up to about 2 psi and the dip stick almost jumped right into my eye.
anyway after all of that does this sound like I am on the right track?
and if I am what does it involve to repair any links or info would be great , I got 2 spare engines within 5 feet of me right now, one 84(might still be good) , and one 85(blown apex seal), engine in the car is an 85 all 12a's so if I can steal from one and give to another I might be able to get her going for the road trip.
