Powder coating

Can you powder coat anything?

how about the front bumper, the black part and the side mouldings.

Powedering coating it silver/chrome will look really nice IMO

It is possible to powdercoat some high temp plastics, very few, but not flexible plastic.

You cant powdercoat anything that wont conduct electricity and anything that cant withstand 350* F bake temp.

For the rubber shit, look for Krylon Fusion in a color that strikes your fancy. FWIW, the PPG Urethane and to a lesser extent their Acrylic Enamel sticks to the bumpers quite well. My experience should dictate the opposite, but the Urethane holds up much better when properly prepared whereas the Acrylic Enamel is great until it gets really, really hard, or gets a nice shock.

If you take it to Maaco you probably won't get either, but if you take it to a reputable shop you will.
