How to empty fuel tank?

My '81 refuses to start, i cleaned the spark plugs, and put a new fuel pump and filter but it still wont start. it sputters and puffs smoke out the back. The fuel in the tank has been in there since last spring, it sat all winter in my garage and i poured gas line anti-freeze in before to avoid the lines freezing. so i figure the reason it won't fire is cause the fuel is pretty much a shit. i sucked a bit out of the tank 2 see and its brown and dirty. i was just trying to figure out how to empty it without having 2 drop the tank. is there a plu underneath or sumthing? help please!!

How full is the tank? Usually gas will hold ok for 6 months or so. If the tank is partially full, get some fresh gas and fill her up.

I haven't tried this with my 7, but with my tractors and other various gas powered equipment I add Sta-bil (sp?) gas stabilizer to the tank in the recommended dosage. Never have much of a problem

Only the '84/'85 cars have the drain plug on the tank (maybe also the '83?). You can just add new gas as Tom said, or you can pull off the fuel hose to the carb, get a bucket, and turn the key to the on position. The fuel pump will then do the work for you. If you suspect bad gas, this may be a good time to replace the fuel filter as well. The filter is near the fuel pump (by the rear axle, driver's side). The filter only costs about $3 or so.

Never, and I mean NEVER empty out the remnants of what you thought was an empty fuel tank from a 1967 Mercury Cougar into an old galvanized trash can cause you have nothing else and then dump said material into a storm drain because you're 17 and don't know any better...

Bad things happen man, baaad things.. :(
