Is it OK to power-up the PFC outside of the car ?
I have an extra harness and could provide 12VDC (need to find the correct pins), that way I could read/program outside of the car ?

BTW: I was thinking I would provide +12VDC to Connector 1, pin B; and -12VDC to Connector 4, pins A-C of the linked PDF:

You need grounds at 4A ,4B, 4C, 4D and 12V power for the 1A and 1B, this is the bare minimum to get the PFC to turn on. I made a power adapter just like what you are thinking of, so that I could benchtest PFC's and load on base maps without the need to install the unit in a vehicle.
