Sate refereee ...should I avoid if possible?
Well, I would have passed my smog test this morning. I had the necessary carb #'s for the modifications except for the EGR. I explaied it did not come with one but since I smoged with them last year they list it in their computer as having one. Well, I tried calling Mazda for a letter stating 95's were built in US, sold in CA and had no EGR but they are completely retarted!
Uhm, that's a technical question, you need a mechanic ..errr duh.
Uh, derrrrr, doi, you need import/export even though you have a CA car it was bought out of state. (lady, there is no requirement to change to ca smog) uh deerrrr, I better hang up on you.

DMV:
No carb # needed for engine replacement. Nothing needed at DMV.
Supervisor:
You will need to go to a referee.
Me: do they change the title or input in the dmv computer:
Super:
No, they give you a sticker for your hood.
Me:
I have two hoods:
Super:
uh, click (hang up)
So two things they may or may not notice:
precat
turbo
Anyhow, what was your experience with referee?

worst case, just swap out your lower manifold and bolt the egr on. as long as it passes the sniffer and opens when they apply vacuum, they won't ever know the computer doesn't control it.
or, just go to a different smog place and tell them it never came with one in the first place.

Well here is the truth about the smog "scam" by the government "allegedly". It's sorta like Mafia extorsion.
They made new jobs for smog only stations being funded my automakers to push new car sales. They even offer you $1k to junk your car if you can't pass smog. So the inspector gets paid $100k/year and his bosses even more. His job is to shake down smog & repair stations and try to get them to close down leaving test only stations and thus keeping their jobs. They empose a minimum amount of fails, just like cops don't do with tickets. SO if they don't fail a certain percentage then they are automatically considered to cheating (same as cop, taking bribes, sexual favers, etc). So then it's the inspectors job to stake out at the station going over every single smog, day after day, giving them fines, etc. If they fail people, he goes away. Why is this? because if he meets his quoata then basically he works maybe 1/2 day or less and still gets paid $100k/year and his bosses are happy.

Anyhow, one place saw my breather filters and said ...not stock, illeagal.
Next place, no sticker under hood ...illegal.
Next place, FMIC pipes don't have carb # welded on them ...illegal.
(jackass, only headers have a carb # plate welded on runner tubes)
Next place, shiny pipes. Anything shiny is ...illegal! WTF?
I went through the same thing when my car was "STOCK"! I have polished Efini pipe and Greddy SMIC. Greddy had a carb # but it wasn't welded on to it, so they said it was illegal. I also was FORCED to buy new hearders for my CRX because the Carb # was not welded on the runner tubes, like new versions have. stupid *******.
unfortunately, the smog guys tend to not read the smog book which specifically states that intercoolers are not of concern.
i got a ticket for my rims once...my STOCK FD RIMS.
apparently, flaking chrome is illegal.

Well actually, the inspectors have them so scared of jail time that they refuse anything thats not dity/greasy black/gray and plastic. Has to look stock even if its legal or stock is modified (Corvette Z06, Acura Type-R, WRX, EVO, etc.).
I've tried to explain the intercooler before and even showed the printout saying it's not illegal but they will just turn you away. It's easier to show a printout with a Carb # but this last jackass wanted a sticker with a carb #. So next week I will get a sticker printed.
