Carb Size on St-Port 13b

Carb Size on St-Port 13b
I'm thinking about going to a carb on a 13B Street Port engine in my EProd car. The max veturi size I can run (per the rulebook) is 38mm. Does it make sense to go with a Weber DCOE 48, or can I get by with a 45?
