Hi guys...
My idle likes to stick at 1150 rpm. When I hit the A/C or sometimes
move the windows up or down the idle comes down to normal rpms.
It's been like that ever since I could remember. What could be the cause and what could I do to fix this?

I also have this problem now
Basically will idle at 1100 to 1200 until a load is put on the engine then it drops to slightly below normal.
Tonight I measured the voltages on the TPS and there is no change in the volateg between high idle and normal idle, so this tells me that the throttle plates are not sticking slightly open.
So I am assuming it is a vacuum leak thing?

Could the sticking Idle have anything to do with the 3000 rpm

A high idle is usually a result of a leak somewhere in the airflow operations of the car. My last RX idled great between 600-700 rpm. I then did a vacuum hose job and somewhere along the lines I actually got a leak occuring in the intake manifold (you could actually feel the air escaping). Idle jumped up to 1100-1200 rpm. Could not be cured by adjusting the idle. Occasionally the idle would go down to normal (and it would do this if I intentionally dropped the revs down to 600 rpm or so by slowly engaging 1st with the brakes on), but more or less it was a consistant 1100-1200.
Computer kicks my car from 600-700 to about 700-800 rpm if the AC is on. I did a fan switch as well. Turning the fan on before the computer kicks it in results in a 500 rpm idle... Don't think that it would make the idle that high.

sorry for adding to the headaches but i think my problem may be related
my car usually idles perfectly at 700....
but once in a while when i start up the car i get a very rough idle bouncing up and down between 400-800
this happens even after i drive the car for a while, shut it off for a few minutes, then start it up again (so the engine is still warm)
i can't figure out the factor that may be causing this....any ideas?

Check the Els -Electric load sensor. if it is bad then sometimes the idle will stay up . When the idle is up , then flip the ac on off on off on off . Then see if the idle goes down. try this with no other load on the alt , as lights , heater fan, wippers ect. The Els is bolted above the stock ECU .

Where is the ISC located and is it like a sensor (read as: easy to work on)? Any help would be great.

I think I have a bad ISC. This is what I did:
1. Car warmed up. Turned off.
2. Jumped TEN and GND.
3. Started car.
4. Adjusted Air Bleed to 750 rpm.
5. Pulled off TEN and GND.
6. Idle remained the same, did not jump up to 850 rpm like it was expected to.
Is this a bad ISC?
