Fog lights as head lights?

I have a 1st gen 7 with the big round lights that stick way up. I was thinking of making a small bracket with 2 smaller fog lights(high and low beams) on each side. Would this be street legal? If not are there DOT legal lamps that I could use?

Lome local people were thinking I wanted just lower lights as headlights. I know there were kits but cant find them anymore.

PLEASE don't use fog lights as your driving lights!

There was a big thread about this topic a while ago and listed the hazards, don't know where it is though.
