side seal has failed.
do a paper compression test and you will see it.

second vote for dead side seal. what happens is the side seal break then let compression leak past, the oil control rings aren't strong enough to keep it out so it gets past them and presurizes the oil pan, that pressure then pushes your dipstick out and brings small chunck of oil with it.

Too much blow-by...
Most likely tired motor or tolerances too loose on the rebuild.

Possible PCV went bad, stuck open and that is pressurizing the oil pan area?

So really....a properly built motor should have no blow-by at all....

Thats really weird because almost every turbo'ed rotary I've ever seen blows oil out the little vent on the center iron or out the dip stick lol

Help us out and post the engine builders and installers of those engines your talking about blowing oil like that. I want to steer people away from them or those who installed it. No oil should not be blowing out like that.

Whoa there people, before blaming engine builders ... we should probably make sure the installer has installed it correctly first.

If you had a bad side seal most likely you would see a ton of smoke when the motor is under vacuum. This would be at idle, off throttle cruising and most obviously during deceleration (especially heavy deceleration)

I would say double check your vacuum lines to make sure that you are not running a vacuum line to the "crank case” while under boost.

The Factory PCV system uses solenoids and check valves to vent while on or off boost to keep from back pressuring the system. If you still have this system in place then you need to diagnose if it is working properly...

If you do not still have this sytem in place then you will rethink the venting system routing by adding blow by tanks and/or check valves etc...

Notice I did say builders and installers...both need to be examined to determine the cause of the oil coming out like that. You brought up some good things to look at as well. Hoprefully we can steer him in the right direction and his engine build quality isn't the culprit.

a good point to ask before i posted my answer would have been is this something
that just started to happen or is this something that has started up after
an engine change?

I had the same problem with an engine about 1.5yrs ago. Like stated earlier, its blow by caused by a weak engine.
