Can't get more than .5 bar on second turbo

Just fitted a PFC to a jap spec 93 FD3S. No cat, otherwise stock engine. I can control primary boost with the PFC (which is not fitted with its own boost controller by the way), but whatever extremes of setting of boost and duty cycle I try, the second turbo stays resolutely around .5 / .6 bar . Any ideas, i have had the manifolding off and checked most solenoids and hoses, replacing some along the way. Thanks. I am thinking it may be the restrictors in the wastegate line (pills) but I don't have any info on these at all. Where are they, why are there more than one, and I am sure I read some cars don't even have them... help please! BTW, raising boost on stock fuelling is risky I know, but I am more concerened as to why the PFC has no effect on the secondary.

doesn't sound like pills. Sounds like a line is bad in the wastegate line - or maybe a solinoid.

Youre wastegate pill is not restrictive enough- you need a smaller one.
