You fill to the appropriate level on the dip-stick.
I understand that everyone starts somewhere. But these are pretty basic questions that could easily be answered with a little effort, the owner's manual, or a copy of the Factory Service Manual that can be downloaded for free from the 3rd Gen. FAQ sticky.

When my rx7 fd needs coolant, should i add it to the filler neck or the coolant reservoir?

Normal coolant a little low you can add to the reservoir.
