When ACC ON buzzing / ticking noise in engine bay - [VID] wont start

Hey mates

I've got problems with my newly bought 1993 RX7 FD (A/T)

Few info about car:
New spark plugs and cables.
New good battery (60Ah, 620 Amps)
I bought car from USA (I live in Europe), I think engine was swapped, and it's JDM engine because there is ECU with japan stickers and writing on it "JDM A/T ECU".

Here's how problem looks like.

Situation 1 - car starts, but won't idle high, just starts right at 800 and drops to 600 and back to 750, 800 etc. Runs rough. Idle rough. When engine gets warm I can drive but it dies occasionally when rpm drops too low. When driving exhaust pops a lot. A lot. If it stalls when cold gets flooded and won't start again.

After gets flooded I did de-flooding procedure (EGI fuse and relay off) cranking, cleaned and dried spark plugs, put everything back together and then... when I turn to ACC-ON there is BUZZING noise in engine bay (VIDEO below). But car started and got high idle 2000-2500 RPM. Idle wouldn't drop even when was warm. Same RPM for cold and warm, but no rough idle (surprise), engine runs smooth, just idle too high.

Situation 2 - after few weeks of not using car buzzing dissapeared. That was interesting. Buzzing was there and now it's gone. When I start the car it again runs rough, idles rough, stalls. Damn, it's flooded again. I'm frustrated. This supposed to be my dream car ehhhhhh......

I did start de-flooding procedure again. Same stuff - egi fuse and egi relay off, cranking, cleaning spark plugs, putting things back togerther. I put EGI fuse and relay back in place and there it is again - something is buzzing (video below)! But this time car won't start. Cranking cranking, engine almost catches it but no. Won't start. Flooded again I guess. Im frustrated again.

Some facts:
When I pull off EGI RELAY FUSE (big, fat yellow one) buzzing disappears. Buzzing / ticking noise is pretty loud, in my opinion comes from behind engine maybe in some lower part? What could it be? I tried to touch everything to feel some vibrations but no. Nothing there. I touched IAC, UIM, starter, nothing. It must be something hidden in lower-back part of engine bay. Some kind of pump? injector? Does injector work when acc on/ engine off? I guess not.

I need miracle. Some good advice, tips, ideas, thoughts where to look for problem.
Maybe is some faulty sensor? I cleaned IAC but no effect.

Here's video:

Help guys, help

Maybe try unplugging the IAC while it is making the noise and see if it stops. Mine makes a pretty loud squealing kinda noise with the key in the acc position after killing the engine . I read on another thread that it is not uncommon, although that may only be with the PFC, now that I'm thinking about it...

Hi mates
It's me again and problem is still here. I cant start my car like for months.

I noticed this:
- clicking noise is NOT present when I PUSH GAS PEDAL and ACC is ON (there is silence in engine bay)

- clicking noise APPEARS when gas pedal is released and ACC is ON

This might be injector problem? fuel problem?
Car won't start. Plugs are totally in fuel after starting.

Any ideas? Pls help mates.
