FL Short maybe?

my 89 fc has an issue when I try to turn on the lights for night time nothing comes on not even the brakes don't light up, only when I press in the brake pedal. a week before I sent the car for a rebuild the cluster lighting till this day don't light up.

I guessing the car has a short.

The headlight switch and or harness for the switch is damaged. You can go to the headlight relay located near the very front of the engine bay and place a ground on the White/Blue wire and the lights should turn on. If they do then the problem is as stated above.

what about the cluster not lighting up ?

It all comes from the headlight switch, just a different wire (there's a different wire each from the switch for headlights, tail lights, cluster lights).
