Check the position of the CAS. It's likely that it was installed incorrectly, leading to wildly wrong timing.

maybe the cas gear in the E shaft was installed backwards...causing timing to be wrong.

Hey I checked back the cas the engine kept on flooding and jumping as if I was trying to start and then backfire but I dont think the cas isnt installed crrect what do I do to install it correctly? Do I line up the e shaft pully with the in on the block and line up the cas with the ntch at the bottom? I really want to drive this car and Aaron cake are you the person that build project Tina??? If so great build!!!

I think to really make sure everything is right you need to do the procedure for finding TDC on the front rotor. search/archives should have it. IIRC you pull the plugs from the 2nd rotor and turn the engine until you see an apex seal in the plug hole (leading?) with an inspection mirror. This will be TDC on the front the CAS should be aligned with the engine in this position, again IIRC, so do a search.

Good luck setting the timing here are some tips.
1 take the cover off of the cas and mark the top in relations to the mark on the bottom.
2 line ur engine timing marks and drop in cas. U can now see its position with the dust cover off.

So did you verify that the CAS is installed correctly? And that the spark plug wires are in the correct position?

Maybe the thing is now totally flooded. Tried unflooding it after fixing the CAS?

Worst case, a push start with another vehicle always works.

Backfiring is definitely pointing at the CAS being installed wrong.

Check the cas with a trimming light to see where it's firing. U only have to be close to get it running.

I think ur problem is something else wish I could see the car myself.

U need four basic things to run an engine no matter how much bs is on it.
Air
Fuel
Compression
Spark.
It's less complicated than u might think

Well today I completely unflooded the engine and well I found out that the the coil pack that fires the two bottom spark plugs wasnt sparking at all.... So I check the wire and plugs there fine but the coil pack isnt...could that be y??

That would be the leading coil. The coil has a plug w/two wires, one is Black/Yellow and the other is Green/Yellow. The B/Y wire should have 12 volts w/key to on. The coil itself must be bolted to the fender to receive a ground or it won't fire.

well there was water in it when i took out the spark plug wires.... my friend had spilled all og his water on it when we were doing the build -__- so yea it is getting 12volts when the key is on but not giving any spark at all .... but could that cause my engine to not start?

An engine can start using only the trailing coil, but it would be hard to start and run rough. Whether it is the main cause for your car to not start is still a mystery at this point in time.

when you say 2nd rotor do you mean the front rotor or the rear rotor in relation to the car

rotor 1 is front, rotor 2 is rear.
