Jdm 13b & emissions.

Hi guys i just had some emissions related questions regarding the jdm 13b. Since it is much easier to find a fc jdm 13b turbo motor than a usdm, and being from california, is it possible to use a jdm 13b in a usdm fc3s turbo 2 shell, and install the usdm emissions equipment onto the jdm motor? If so how would I run this, I would guess that the jdm n374 ecu would not run the emissions equipment. Or would it just be worth it to track down a usdm 13b? I'm asking this assuming that the jdm 13b will not pass Cali smog.
