Emissions problems with my 84 gs

Over the past month and a half I have been reading around for tricks to get it to pass and have tried everything I could ( oil/filter change, new spark plugs/wires, new air filter, leaning out the fuel mixture, g2p, denatured alcohol, and a new cat) but my hcs are still way high, 475 high speed and 1497 idle, with 220 for both required to pass. Last year I had the same problems but getting a new cat allowed it to pass wIth flying colors and this year when I decided to get another new cat out of desperation I was told by the mechanic that the old one had been completely destroyed, it was hollow. Now I am completely lost and have no idea what to do without paying for a rebuild. If there is anything you guys can think of that might help any advise would be much appreciated.

Try rebuilding the carburetor, it helped me.
