Carb Tuning?

Carb Tuning?
85 FB with headers, straight pipe, holley 600 or 660 not sure, odo has 164k but I know tranny was swapped with a better shifting one as my dad had a parts car that some parts were swapped. The car ran about 4 years ago but you would have to keep it under low rpms or else the car would start choking couldn't get past 60 mph in 5th. My dads previous mechanic told us the valves in the holley were to big for that carb and they needed to be replaced with smaller ones. I remember him taking it apart about that same time and bring it back and saying that it had the smaller valve now that the carb just needed adjusting but since than we have tried to start it a couple times but no success at starting. Can hear fuel pump but just cranks and cranks. where would I go from here if someone could point me in the right direction please the help would be greatly appreciated.

Has the car been sitting 4 years? If so, you need to go through the carb and clean it, dump the gas in the tank and get new, change the fuel filter and you may need a new capacitor if it has one in the distributor.
If it hasn't been sitting that long make sure you are getting spark at the plugs so you can be sure it is a fuel problem.

Going to empty the gas tank soon as the fuel coming out of the carb looks really dirty and will look into the spark plugs see if there getting spark.
couple questions.
#1 need instructions on how to tune the holley 660, figured out how to adjust the floats just not sure what to do after that point to get a constant flow of fuel going to the engine
#2 if I'm under the car sounds like a faucet running, is the fuel pump that loud??
#3 best way to empty gas tank, to put fresh fuel in

#1 Don't know, but since the car won't start at all it's probably not simply an "adjustment" issue. Getting it to deliver fuel do the engine, I don't think is an adjustment issue. Only other thing I could add here not having any specific knowledge on those carbs is if you have adjustment screws on the body of it make sure they are not all the way in or out. I would put them in the middle for now and assume that's not the problem.
#2 Doesn't sound right to me. I would check my fuel pressure to make sure it is sufficient. If you don't have a gauge you can get a cheapo one at Harbor Freight that will be ok and will hold up for occasional use. That's all I have. At least some of the 1985 cars had fuel injection, if yours originally had it the OE fuel pump may be too strong for a carb and could overwhelm the float mechanism.
