VA 83 GS Starting Issue

I have spent an hour or so searching here, and have checked a few things as a result, but still am confused by my starting issue. It's an 83 GS / 12A Stock everything (including carb). The carb was rebuilt a couple of years ago.
The problem is that when the engine is cold, it will only start with starting fluid. I pull the choke, pump the gas pedal a bunch of times - no start. Put a 1 second squirt of starting fluid and it starts right up. OR- I can not touch the gas pedal, pull the choke, put a squirt of starting fluid in and it starts right up. Once warm, restarts are fine.
Car drives fine, accelerates well, once the choke pops in (I usually set the choke speed to 2500 RPM), it idles fine @ ~800 rpm.

Based on threads here, I have :
Checked the Battery- fully charged and about a year old. Cranks pretty quickly.
Checked the fuel pump - good, meaning I can hear it whir with the key on - I assume if the pump was bad, the car would not run/drive well. The pump was also replaced a couple of years ago
Replaced the fuel filter - the old one didn't seem clogged, but was cheap enough, so couldn't hurt.
Checked the linkage on the carb to see if choke was fully closed- looked good.
Accelerator Pump - I see a reasonable squirt (don't have anything to compare to) when the gas pedal is pressed hard. I assume if this was bad, there would be a stumble on acceleration?
have NOT checked compression, While the engine is 10 years old, it has less than 10k miles on it.. I am assuming if compression was bad, it wouldn't run or idle well.
