99 turn signals rubber bag?

So I just bought a set of OEM 99 turn signals. They have a rubber "bag" in between the two lights - what is that for?

I believe it's to let moisture escape so your lights don't fog up.

So why the sealed bag vice just a normal rubber hose on other lights?
