Can't get her to start

I have a 1988 SE that I recently put a Platinum Sprint RE in. It's an N/A with small Garret turbo (forget the specs) TII intakes port matched to the 6 port block, 550cc RC hi impedence injectors, LS1 coils from Haltech, Walbro 255 fuel pump and the Haltech single channel CAN wideband. Engine has about 15k on a rebuild and no porting. I've wired everything according to the diagrams from the manual and as far as I can see everything is as it should be. Searched the forums for days and tried checking everything I've found in other threads. I've got power going to the injectors, pump and the coils. Had a friend crank it and I can see the coils are firing. It started raining so I couldn't check the plugs just yet but if weather permits I'll do that tomorrow. Any suggestions would be greatly appreciated. Car has been down for almost 2 years now. I got it to start once on the stock ecu but too many issues with the aging electrical system is what lead me to getting the Haltech.

step 1 is to verify the timing. you want to lock the timing in the ECU to -5, and then crank it with the timing light, and make sure it matches. also make sure you're seeing RPM in the ECU while you're cranking, sounds like you are, but double check.

I finally got it to start and run for a good bit. Problem turned out to be the fuel pump. Now I just can't get it to start when it's cold. CTS reads -5 degrees celcius and is flashing red. It sounds and feels like it wants to start but my gets too low to get anywhere before I have to recharge it. As far as the timing goes I tried to set it as best I could. Pulley is not stock and has no marks so I lined it up with a bad stock pulley (dented somehow) to make marks of my own. I'll do some searching for an alternate way of verifying it but for now I'm wondering if I need to add or pull fuel. I just want to get it running good enough to get a tuner. Also if anyone knows of a good tuner anywhere near Ft. Bragg, NC let me know. Rotorsports Racing is a bit far and I'm trying to avoid towing her.

if it isn't -5 then there is a problem with the CTS...

i've always started with less fuel, and then added it until the car starts nicely, since you need to do this starting the car at a bunch of different temps, it does take a long time to do. we've found best starting is as rich as it can go without flooding. you should have the warm idle dialed in first as well, but you can at least start tuning the primer map.
