Exclamation PayPal questions...

If anyone has any PayPal questions post up...

i can answer them a soon as possible, i am a former PayPal Employee and know the User Agreement like the back of my hand.

I am currently working for citibank, lol im actually in training.

You will get better results there. If you're willing to give time to those in need in the Classifieds sections with paypal, I can move this over there and sticky this up. If you are not going to dedicate time to this, I will leave it here.

i will dedicate time every day to this at least m-f, weekends are kinda iffy, sometimes i dont have computer access due to working too much at another job

Buyers--
Firstly, if you have a problem with a transaction, FILE A DISPUTE.
You have 45 Days from the date of the original transaction to file a dispute.
(not 45 days from when you recieve it. not 45 days from when its shipped, 45 days from when you send the money to the seller)
From that once a dispute is filed you have 10 days to escalate it to a claim.

Sellers-- mainly Non reciept claims
To keep from disputes being filed on you, get tracking, and if the transaction is 250$ or me GET SIGNATURE
There are fraudulant buyer that will file claims if they realize there is tracking
Get insurance. PayPal views you are responsible for getting the item to the buyer in the condition that its described (this is where it gets a little tricky)
I got 100s of calls, "But the buyer didnt get insurance" Too bad not paypals problem. Insurance is your responsibility.
Also i have seen a say 300$ item be delivered but not signed for, the buyer will win this with paypal.

Buyers and sellers
Claims for intangible items (world of warcraft gold for example) also, claims for not as described outside of ebay, paypal deffers these claims and will NOT investigate them.



Ok to end this for now will post more later...

Now i see this happen all the time in fs threads, here is an example
Seats 300$ + shipping + 3% paypal fees
This is completely against PayPals user agreement and can permanently lock your account.

4.6 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.
Now not many people know this, and unless it happens on ebay you probobly will never get caught. However this is a major pet peeve for me. If i buy somthing on a message bored and they try to impose this, i will tell them i will not pay it as it violated the UA. (i mean if its 10$ i dont care to much but think as a buyer if your purchasing something that is 3000$ that is nearly 100$ extra.
If a seller does not sell it to me without the surcharge, i would have no sympathy for what would happen.
Although i dont work at PayPal anymore (i used to just do it myself) i still know a lot of people there and will get a sellers account limited for it.

So thats it for now.

well i was wondering if you could help me out with some advice with my situation. breakin it down for u

sent my carb from new york to california to get rebuild
he charged me as followed, exactly what he wrote here:
Break down of charges.<BR>$125 for full rebuild and modifications to a 4 barrel mazda RX7 nikki carb<BR>$12 for shipping via USPS priority mail.<BR>$3 to cover pay pal fees
whell i can see he charged me for paypal fees, thats one

he hasnt returned me the carb and i sent him the payment on janurary 8th carb got there like the 12th or 13th i got tracking to prove he recived it

ive been gettin emails from him on myspace and yahoo mail and now he wont answer me on paypal

every day i update the claim with info saying i dident get it and no word from him,

i dont know what to do becides wait and make it a dispute before it runs out

advice? btw its bijan aka Rotaryhog and turboIIguy or w/e

Sorry for no reply been on a vacation kinda

anyways, what you paid for is a service and unfortunately is not covered by the terms of service with paypal. You can attempt to file a claim, it will basically be just a record on his paypal account.

If you paid with it using a credit card, you have more options and rights by filing a chargeback.

If you say bought the carb from him directly, its a sale of a physical good and you would be able to file a non reciept dispute, however since it was a service, its not covered.

Sorry to hear about it though

First thanks for offering your paypal knowlege!

Second I could use some advice.

A couple days ago someone gained access to my paypal account and sent 2 payments of $450 to one email address. I caught it within minutes of it happening and I filled an unauthorized use claim with paypal. When I talked to paypal they told me that the money will be withdrawn from my bank automatically and they cant stop it, however if they find my claim valid they will refund my money to my paypal account then I will have to transfer it back to my bank.

I imagine this processes should take at least 10 days for the claim to process then about 3-6 more days to have access to my funds again. The problem is, I cant live without my $900 for 2+ weeks. So I filed a stop payment with my bank for all $450 payments. The payment showed up on my account this morning but after talking to the bank, should be removed by tomorrow morning.

So what happens now? If the payment is stopped will paypal continue to charge my account until it is accepted? Or after the claim is validated, can paypal cancel the transaction? Or should I just track this guy down and kick the SH*t out of him?

Please let me know what you think I should do. Thanks.

I got screwed out of $400 because the transaction was over 45 days. They wouldn't even give me his address they said oh well. **** sucks..

I have a pay pal question, I went out to have dinner (pay first), had horrible service and bad food, we got up and walked out. I just mailed out the form to pay pal, Do i have a chance for refund?

I have a good one. Agreed to send funds to a member ($3000) using a personel transfer from PayPal. When I attempted to perform the transfer my bank account was not available as an authorized funding source. The only other available funding sources as revealed in the payment screen were credit card and E-Check. E-Check took too long to clear so I had to use my credit card. I was assessed an $86 fee which should have been free with the bank account. The PayPal representative responding to my complaint stated an "internal security model" denied my bank account. I have reviewed all of the available PayPal information and disclosures; there are no specifics to such limitations. What do you know or what can I do to recover these fees.

i made a purchase for some parts here on the forum.
payment was made with paypal using my credit card.
it was supposed to be a pair shipped together using USPS.
when delivered the package & 1 item was damaged during shipment & the 2nd item was missing.
i have contacted the seller who has not replied to my emails,i have pics of the damaged package & the damaged item.
what are my options & how should i proceed?

Hey, I purchased a Flex A Lite Fan Assy from 13bmaniac Daniel Barba or something...

I asked him to hold it and ship it to me when i get back from my trip...

Well once I got back and e-mailed him to have the fan shipped to me, he replied and said ok will do...I did ask for tracking info from him...a week goes by and I check with him...another week and he replies telling me he shipped it and he will check whats going on...(I asked him for tracking info again...) nothing...its now over 45days...I cant get a reply from him on the forum or via e-mail and I tried paypal claim...auto denies since its past 45 days...

What can I do?

Can PayPal provide his address to me for local police report?

Its $200 and I know its a felony...

I am not going to let it go...but I do want to know what PayPal can do for me...

I don't work for Paypal and never have, but I figured I can provide a lil' insight. First, how long has it been? Have you checked whether the member has actually been on the forum since you contacted him? It's possible he hasn't...so make sure.

Second, if he has and he's obviously dodging you...post up a thread regarding the matter and contact the moderators of this section.

Third, if still nothing happens...talk to your CC company regarding the matter. They will open an investigation and that's possibly/probably your best bet to get the matter resolved.

ok with this is is technically a significantly not as described claim due to you actually recieved something.

paypal isnt going to review this claim due to it being a non ebay transaction

file a chargeback with your credit card. they have more power than paypal, and will take care of it most likely in your favor

sorry for delay

a few more tips...

Pay as much as you can with credit card, chargebacks are your friend as a buyer
if your an honest seller, you shouldnt have to worry about this, unless its a dishonest buyer. and unfortunately that is risk you take by doing business. you can fight the chargeback as much as you can, but in the end the credit card company has the most power.

also if your a buyer get insurance, paypals stance on this is insurance is an extra option of protection for the buyer, not the seller.

I need your help. I won a no reserve auction on ebay for an RX-7 turbo kit for a great price. I sent an instant payment via paypal. After several days I had heard nothing from the seller and sent a message and received no reply. I contacted paypal and was told that there was nothing that they can do because the seller had not collected the payment? Out of curiosity I did a google search on the kit and discovered that one of our club members (supraz32tt)had listed the very same kit here, using the exact same wording, on the very day that I had sent him payment, so it was not only obvious that I was being double-crossed by someone who is operating within our club but that I am also being told by Paypal that there is nothing that they can do to force this bum to complete a legal transaction. Any suggestions as to how I should not only force my transaction to completion but also to notify our members that there is a snake in our midst? Thanks for your help!

best thing to do is file a dispute on the payment, either through the transaction id or through the resolution services department. if payments are unclaimed after a certain amount of time they are reversed. i dont exactly remember all the rules on unclaimed payments, if you dont get help from resolution services ask for a sr agent
