why is this vacuum hose plugged?



this is underneath the vacuum chamber in front of the UIM. I am starting to replace all the hoses and noticed this one was plugged...is it suppose to be like this? It's a 94 FD.

On automatic transmission FD's, that line has a check valve on it. It's not used for manual transmission FD's.

Also, that's not a plug, it's a filter on the end.
