Tough time starting after a few mods

I recently did a few mods, the only relevant ones being a power fc and the rotary performance fuel pump (i would think). On a cold start, i can turn the car over for a pretty long time and it won't show signs of starting. Then i stop and try again and it starts no problem. The other thing that happens, I can turn the ignition on (not turning it over though, just key on, key off) and off a few times ( 4 maybe) and it will sort of stutter but it will start after that.

Also, when I key on, I'm pretty sure it's the fuel pump making a sort of whoomp noise. I've seen a video on youtube of someone key on and key off-ing before starting it but I didn't know what was up. Would anyone know how to fix this?

My best guesses would be that either the fuel pump isn't properly loading the fuel rail at start up(could be from improper install or weak battery) or the pfcs cold start enrichment needs adjustment.

Though I'm no expert so you should probably look for some more experienced input.
