primary turbo problem

when im getting on the gas "hard" i can hear a ppssshhhh noise from 3000 rpm and the boost only goes up to 7 psi. when it hits 4500 the noise goes away and the 2nd turbo kicks in and holds a steady 11psi. It sounds like its around where the passenger would put his feet. Any answers to my problem would sure help, please tell me some thing to check out. PLEASE

The best advice I can give you is to do a search on this forum and in 3rd Gen Tech Support for "boost problems" or something like that. They're one of the most common problems discussed on this site.

Go here and read about how to do a proper boost test. Both of your numbers look screwey to me.

could it be the waste gate not closing all the way
